Examination reforms initiative is the intervention of Asian Development Bank assisted Sindh Secondary Education Improvement Project of School Education & Literacy Department, Government of Sindh that aims to overhaul secondary examination system from rote learning/content-based examination to critical thinking/ conceptual learning-based examination through OMR & E-marking assessment and signify a major paradigm shift in the examination system. Sindh stands ahead among other provinces in secondary and higher secondary examination system as workshops for examiners commenced in the first week of May,2024. In this regard, first ever workshop of series of Phase-I, 6-Days Capacity Building Training/workshops for Paper setters, examiners/ assessors and specialists of Examination Boards and DCAR concluded on 11th May,2024 at Beach Luxury Hotel Karachi. A closing ceremony was organized, where Honorable Zahid Ali Abbasi, Secretary School Education & Literacy Department was the chief guest of the event.

 Addressing the training participants, Secretary SELD congratulated the participants on successful completion of the training and appreciated PIU team working under leadership of Muhammad Rizwan Soomro, Project Director, TTAF, U&B department and BISE’s for making this training phase-1 for English subject result -oriented. Further, he added that as other projects like SELECT, ASPIRE and JICA supported SELD initiatives of teachers trainings and curriculum improvement, especially Continuous Professional Development are interlinked with these activities of Sindh Secondary Education Improvement examination reforms, they need to be integrated for effective execution and larger outcomes. He observed that efforts made in isolation would not yield broader results. Holistic approach is required to align teachers’ capacity building initiatives focusing not only concept-based examination but same level teaching too which prepare students to cope up with critical thinking-based examinations.  He stressed on the collaborative for achieving intended outcomes of strengthening examination system. 

Muhammad Rizwan Soomro Project Director SSEIP welcoming the esteemed guests and participants gave a brief overview of the transformation of examination initiative being undertaken with assistance of Asian Development Bank and informed that the project encompass development of uniform examination syllabus, table of content and table of specification resulting to design of a reliable, valid and conceptual understanding based examination papers are the major breakthrough of  landmark reforms of Sindh Government. He informed that under examination reforms 400 examiners of five key subjects, English, Mathematics, Biology, Physics and Chemistry and 85 Board officials trainings are being imparted in phase-1 and 2nd-phase of other subjects would follow soon. He said that it seemed matter of satisfaction that the organize of this first workshop for subject English, grade X1-X11 stand the major step towards achievement of this milestone.

Dr Nasir Jalil Team leader Teachers Training & Assessment Firm, the key implementing partner for examination reforms and teachers training interventions of the SSEIP project shared overall efforts undertaken by the firm to ensure effective implementation of the strengthening secondary examination system.

On this occasion, participants of the 6-Day training also shared their experiences regarding the, curriculum, examination curriculum, development of uniform examination syllabus, table of specification and design of model question papers entailing OMR and e-marking and termed the training opportunity unique one that made them able to design a valid and reliable question paper measuring conceptual learning of the student rather currently rote learning-based examinations. They suggested that this series of trainings need to be trickled down to gross root level and improvement also made in the teaching practices in accordance with latest assessment patterns based on OMR and critical thinking, accordingly.

         In the end certificates were awarded to the participants.
